Kenmara Technology Park PUD

  • The Kenmara Technology Park PUD is the approximately 59-acre portion of Kenmara Technology Park located entirely within the Town of Munster. It is part of the broader Kenmara Technology Park redevelopment property, which spans the Munster, Indiana and Lansing, Illinois area.

  • PUD is an acronym for “Planned Unit Development”. A PUD is a zoning approval that sets rules for how a property may be developed. Those rules address uses, building design, access, landscaping, lighting, stormwater, and other development details, including traffic, parking, and stormwater management.

  • Yes. The Kenmara Technology Park PUD was approved by the Town of Munster in November 2025. The item currently before the Town of Munster Plan Commission is a proposed amendment to that PUD.

Proposed PUD Amendment

  • The Town of Munster Plan Commission is currently reviewing a proposed amendment to the existing Kenmara Technology Park PUD. The proposed amendment would add more detailed development standards and review procedures for future development within the Kenmara Technology Park PUD.

  • The proposed amendment is part of the continuing process for the Kenmara Technology Park PUD approved in November 2025. The goal is to establish clearer standards and review procedures before future development proposals are considered.

  • The proposed PUD amendment would establish standards and procedures for future development within the Kenmara Technology Park PUD.

    • Review procedures

  • Development Standards help create a more predictable and professional review process. They help future proposals be reviewed against clear expectations for site design, access, landscaping, screening, lighting, stormwater, and other development details. They also provide more clarity for the Town of Munster, residents, and potential future users of the site.

  • No. The proposed PUD amendment does not approve a specific development project.

    It also does not approve:

    • Any particular tenant or use

    • Any particular site plan or development

    • Any building permits or construction

  • The Special Exception imposes additional requirements on a particular potential use. It is not an exemption from rules. 
     

    In the case of the Kenmara Technology Park PUD, any proposed data center development would be subject to the additional Special Exception requirements, which include more onerous restrictions and a more detailed review process that specifically includes input at public hearings.

Future Development Review

  • Yes. Future development proposals within the Kenmara Technology Park PUD would require additional review before they could move forward.

    That review would include site plan review, technical studies, utility review, development agreement review, additional Town approvals, permit review, and other applicable review steps. The specific review process would depend on the type of future proposal and the requirements of the Town of Munster.

  • Yes. Additional technical information will be required before any decision could be made.

    Depending on the proposed development, that information may relate to:

    • Water and wastewater service

    • Electric utility capacity

    • Energy efficiency

    • Noise Levels

    • Environmental review

What the Proposed Amendment Applies To

  • The proposed PUD amendment applies only to the approximately 59-acre Kenmara Technology Park PUD located within the Town of Munster.

  • No. The proposed PUD amendment does not establish development approvals for the portion of the property located in Lansing, Illinois. Any future activity involving property outside the Kenmara Technology Park PUD would be subject to separate review processes and applicable local requirements.

Town of Munster UDO Proposal

  • No. The Kenmara Technology Park PUD Amendment and the Town of Munster UDO Proposal are completely separate. The Town of Munster UDO Proposal was not submitted by Kenmara, and does not apply to the Kenmara development project. It is a Town-led effort to update the Town-wide zoning ordinance.

  • The two items may be moving through the Town of Munster Plan Commission process during the same general period, but they have different applicants, different purposes, and are not related. The proposed UDO is a Town-wide zoning update that does not impact development on the Kenmara site.
